Trends in Quality Measure Performance Across Public and Private Insurance Types: 2018-2023
Executive Summary
Achieving the highest level of health for all individuals remains a national priority – and quality measures like HEDIS® are essential tools for holding healthcare providers and payers accountable for delivering efficient, evidence-based, and cost-effective care.
Since its introduction more than 30 years ago, HEDIS has become a cornerstone for evaluating health plan performance across key domains such as access, preventive screenings, evidence-based treatments, and hospital readmissions.
In this report, we examine how commercial, Medicare, and Medicaid plans have performed on five critical quality measures between 2018 and 2023, using nationally representative administrative claims data. The findings offer valuable insights into progress made – and the opportunities that remain – to drive high-quality, equitable healthcare across the system.
