Trends in Quality Measure Performance Across Public and Private Insurance Types: 2019-2024
This white paper examines quality measure performance across commercial, Medicare, and Medicaid plans from 2019 to 2024 using nationally representative claims data. It compares results across five widely used measures spanning access to care, preventive screening, treatment initiation and engagement, and hospital readmissions to highlight where performance differs and where gaps persist.
The analysis reveals persistent variation across payer types, with Medicare generally outperforming in access and preventive care, while Medicaid populations continue to face gaps. Although many measures declined during the COVID-19 pandemic and later rebounded, recovery has been uneven, and engagement in follow-up treatment remains low across all populations.
These findings underscore where targeted action is needed to close care gaps, improve access, and drive more equitable, high-quality outcomes.
Key findings:
Up to 85% receive annual primary care, but gaps persist by payer
Less than 21% engage in follow-up addiction treatment
~15-point gap in breast cancer screening between Medicaid and others
